Here's Tampa and the suburban skyline around the Tampa airport, taken from a cruise ship. I'm pretty sure I had a picture with both Tampa and Saint Petersburg from the same ship, but will have to search to find it, and it may take some photoshopping to highlight the tiny skylines far against the horizon.
It's definitely possible to see them both at the same time. I saw them on that ship, and also took this picture of downtown Tampa
from downtown St Pete.
