This is a gorgeous infill development, both the tower and base. I wonder why the city didn't make a decision?

One of the legal remedies I've seen in NJ and elsewhere is for planning board's that play politics in delaying a decision is that the development becomes automatically approved if the board fails to take action as required by law. No one wants that of course, but it creates a strong incentive for all parties to follow the rules. There is the occasional story of a planning board may delaying a decision on a mosque that is legally allowed to be built in a zone that allows places of worship. It reeks of discrimination and the courts have called it out. Other times it's affordable housing - where the development meets all the zoning standards and all that's needed is site plan approval.

With all the development going on in Toronto right now, it seems odd that this is the one where the city and/or planning board fails to make a decision within the statutory timeframes. What's the back story here?
