It looks like part of a retaining wall. In this and an earlier photo, I believe that the road on the left leads to Sunset Ranch, and the road on the right comes from Bronson Canyon (home of the Bat Cave).
Thanks for all the great replies to my post. I had a pretty decent collection of Hollywood Sign photos already, but you folks posted several I'd never seen before and it's great to have them. Pretty wild to see a swimming pool on top of Mt. Lee, what a surprise!
