Hmm I also had thought that the inner area was allowed up to 230'. So there has been some work around because surely 21 Rio is at least 200'?
Yea I think they should revisit these sorts of overlay plans every 10 to 15 years to account for changes and address the current needs. Old plans don't always make a lot of sense once an area they cover has been developing for a decade plus.
