The building at the end of the wall is not original (few decades old, now). It used to be the baggage area. I am guessing that the wall with the door extended further at one time, closing off the garden. The door may have been the only entrance to that baggage area and the turn-around area for trolley cars. That garden is the north garden. The south garden is closer to the Metropolitan Water District offices.
There is a brief scene in True Confessions that shows the baggage area similar to the way it was originally.
