And here's a closer look at the tower (and two tall chimeys) in the distance.
...As you can see the tower appears to have an open-air cupola.

I'd wager a guess that the building is a school.
(even though I don't see a BELL in the cupola)
And here is that large house on the hill on the opposite side of the photograph.

Is the vertical line directly above
(and behind) the house one of those tall electrical masts that were placed around the city?
..or is it simply an error in the print?
