I cited Woodstock because it was the only one that I could think of that fell below the 5,000 threshold but it is a classic example of Vermont quaintness. In the winter, they have snow castle competitions in the town square.
Brattleboro, Stowe, St. Johnsbury, Bennington are also cool towns. Also Hanover, Peterborough, Rye and Littleton in NH.
