Actually, having a city centre dominated by a handful of large towers kind of does change things. Not if they were in a peripheral area like Canary Wharf or La Defense, but if they were in the centre of the city, I would consider that to no longer be a lowrise city. I mean, even most North American cities consist of a city centre dominated by a handful of large towers with most of the buildings in the city and metro area being lowrises. But of course we're all entitled to our opinions.
