I live four blocks from where this fire took place. The houses behind me were without power last night and they were in the evacuation zone for part of the evening, though it was the first area to be re-opened to residents. My street never got evacuated though power and Internet went off intermittently.
Anyone familiar with the Kingston Frontenacs would remember that they used to play at the Memorial Centre prior to 2008; the street along the west side of the arena was part of the initial evacuation zone.
