Exodus of migrant labourers hits MSMEs in Mangaluru

Migrant labourers constituted 60-70 per cent of the labour force in the industrial area.

He estimated that nearly 45,000 migrant labourers working in different sectors in the region, including in MSMEs, would have left for their native places in the past few weeks.

Britto suggested that the government provide dwelling units to migrant labourers in industrial areas, where they could live with their families. Then, such mass migrations will not take place, he added.

Where is the proof that migrants have taken their April salary before leaving? Have MSMEs credited salary to their bank account? I didn't know there are so many broad-minded MSMEs in Mangaluru who pay advanced salaries to workers! If we look at it without prejudice we will find that the migrant workers who were looked after well are still here.

Anyway eventually MSMEs will get these workers back after a year or so if they don't find suitable jobs in their hometown for a long time. (I think Uttar Pradesh's diktat to other states to seek its permission to get back migrants will work only if migrants cooperate with UP government). But that delay is sufficient to ruin MSME sector here. So, MSMEs plan for localization/naturalization of migrants' through permanent settlement in Mangaluru through Integrated Industrial Township is a best option. Walk-to-work, walk-to-school, walk-to-shop for essential commodities etc should also be encourged. But please also ensure their job here is of a permanent nature.

We also know that the state government don't have enough budget for constructing dwelling units for migrants. So, MSMEs have to do this in a different kind of PPP way.

For "insurance, social security, re-employment assistance, provision for unemployment allowance etc" also, which is demanded by UP government, MSMEs here may have to contribute if migrants are wanted back soon.

We can automate containment zone dashboard related tasks starting from declaration to withdrawal of order. For example, app itself can send alert messages to the concerned authorities to withdraw order when date has expired depnding upon recent positive case reported from the region or any alteration needed for containment boundaries (too much automation what is the return on investment? we need to have long term plan for tackling all types of infectious diseases as a part of biodisaster management. that is the way for a biodisaster startup).

If testing of all samples is completed, and then quarantine facility, staff & every other neccessities are available then only new arrivals should be santioned by the district authorities. Is Udupi going to check authenticity of all addresses like DK for future arrivals? It had problem of issuing passes to (though they were Tuluvas) permanent residents of Mumbai. Once all authentic residents are taken care of we can slowly & cautiously open doors for other Tuluvas.

In the mean time Udupi has to plan for re-employment of these returnees.
