Not really sure why. Curbs are basically non-existent outside of major roads or urban commercial districts. It's not just a new development/cheap infrastructure thing either. Looking at different areas around Miami it seems that the no-curb thing started around 1950. But even then, 1920's/30s residential areas in Coral Gables or Miami Beach are largely curbless. We don't need curbs for drainage as all water pretty much instantly soaks into non-paved ground.
