It is realistic as there are residential skyscrapers with observation decks on their top floors like the Eureka Tower in Melbourne, Victoria, Australia, the Q1 in Gold Coast, Queensland, Australia, Palm Tower in Dubai, and the Sapphire Tower in Istanbul. Furthermore, the John Hancock Center in Chicago has an observation deck and that building is a mixed use residential and office skyscraper. On top of this, the Mahanakhon in Bangkok and the Landmark 81 in Saigon have observation decks on their top floors despite being mixed use hotel and residential skyscrapers. Finally, the Burj Khalifa in Dubai, The Shard in London, Lotte World Tower in Seoul, China Zun in Beijing, and the Mohammed VI Tower in Rabat, Morocco have observation decks despite being mixed use residential, office, and hotel skyscrapers. So, I see no reason why this building in Austin can't have an observation deck.
