Everything over there was considered "far from everything", that's why it's called the Far West Side. But the City is able to create a new business district there because of that, Hudson Yards, of which this is a part of.

The Hudson Yards development is a master plan for the next 30 years. The City expects an average of about 1 msf of office space per year to be built over that time, though it could be a lot more at times, and none at others.
