What do proportions have to do with anything? If the difference between Winnipeg and Regina is about 500K and the difference between Regina and Brandon is 153K you sure as hell can say that Brandon could be compared to Regina better than Regina should be compared to Winnipeg! As for your comparison of Brandon to Moosejaw, thats a joke, Brandon has a population of more than 10,000 people, it's economy is booming, and it's population is actually growing which you can't exactly say for Moosejaw!
