AFAIK, only the billionaire towers are built like this in NYC, and they're all way taller than 20 stories. They have to be that tall in order for the developments to be financially viable.
The "luxury" apartments that I mentioned above are really just regular apartments with premium finishes that are marketed to middle and upper middle income people.
