Renovations inside CIBC Tower

Does anyone know what's going on in the upper middle section of the CIBC Tower? There are barricaded windows and orange drapes on 2 or 3 floors.

Yeah, I saw that. I thought to myself probably an office is being renovated. Though, it does lead the question then why are the windows fixed?

Maybe the tenants are deciding to replace the windows to reduce their heating bills? Dunno
