It looks like the site of the Ponte dell'Accademia, which is currently a wooden bridge. I'm not sure I like the idea of building a restaurant or something along the bridge. It'll block a lot of the views down the Grand Canal.

At least the Ponte Rialto elevates pretty high above the water so that you can see past it...

Heatherwick Studio has released images of a proposed 367m pedestrian ‘garden’ bridge which will span the Thames. Heatherwick is the same studio behind the 2012 Olympic Cauldron and the UK Pavillion at the Shanghai Expo.

Skydance Bridge in Oklahoma City, Oklahoma, dedicated on April 23rd, 2012. Its purpose is to link the northern portion of Downtown OKC's yet to be built Central Park to a southern park between the new I-40 and the Oklahoma River. Photos are mine.

The tower part looks a little "tacked on". Does the tower actually have any structural function or is it purely decorative?

The last photo shows a truss bridge, with a non-structural, non-load-bearing sculpture atop it.

Purely decorative. It's the artists rendering of the skydance of the scissor tailed flycatcher mating ritual. We do it up here in OKC, lol. That's why I think we should have another pedestrian bridge over the river to the south with the same theme but it a different position to make super sized public art.
